This bug was reported here: https://bugs.edge.launchpad.net/josm/+bug/495207
Some messages can not be translated into French and other languages using quotes, as the placeholder variables are quoted using two simple quotes instead of doublequotes and the message is marked with java-format

JOSM for some time now always expects double quotes (also in untranslated strings).

I don't think the single quotes are the problem. We're using them for quite a long time now and hundreds of messages including single quotes and formatting placeholders with opening and closing curly braces have successfully be translated.
Did you check whether one of the french accecents in your sample messages could be the reason for the problem? If you remove all french accepts, does launchpad accept the message?
