toggleable piclayer toolbar buttons

Description

If the piclayer plugin is enabled its 5 toolbar buttons occupy some of the best places in the toolbar but you only need them when the piclayer is actually active. Recommendation: activate buttons only when the piclayer layer is active or create a sort of 'toggle'-machanism where one could choose to show/hide the piclayer buttons.

fixed - and now buttons even are hidden if current layer is not piclayer - so more space available
