Barriers should be drawn always on top of landuse

Description

Sometimes when a barrier shares nodes with a landuse, the landuse border is drawn completely on top of the barrier.

This makes it impossible to see the barrier if it's the same (or less) width than the landuse, and hard to see if the barrier is only slightly wider than the landuse border (the default style).

Action
as closed The owner will remain ulfl.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
