A bit more information:

The exact error message in the English version is "This relation has been changed outside of the editor. You can't apply your changes and continue editing."

You are given the option to mark the relation as in conflict. If you do so and you then try to resolve the conflict, your edited version will show up as "theirs". If you resolve the conflict in favor of that version, keeping your edit, JOSM will think that you reverted to "their" version of the relation and will claim there is nothing to upload.

I experimented a bit with older snapshots. Snapshot 2454 works fine. 2466 exhibits the bug.
