[PATCH] Preset menu tooltips just get in the way

Description

Would it be possible for the tooltips in the presets to be turned off as they don't give any additional information and they just get in the way of the first item in the sub menu that appears.

Change Properties
Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
