JOSM says it's going to upload changes that have already been uploaded

Description
I can't describe steps to reproduce this bug, but when I'm splitting ways occasionally after uploading changes, JOSM says the changes to a way that has already been uploaded needs to be uploaded again, I think this is a minor bug and I doubt it would cause anything more than duplicate changesets to occur.
It is slightly confusing when JOSM says it needs to upload changes to a way you haven't modified since the last upload.

I just hit this bug again in the latest stable version of JOSM.
If you have multiple layers that change, and delete a changed layer without uploading, even after you make changes and upload them on another layer JOSM will say you have changes that need to be uploaded.

I could not reproduce this with the current latest version of JOSM.
If this happens to you again, please provide detailed instructions on how to reproduce.
Not reproducable. Please reopen when you can reproduce.
