Show only interactive presets in properties

Description

In properties/membership boxes there are shown presets that match current selection, so for example

railway=rail, bridge=yes, layer=1 I see three items: Streets/Bridge, Railway/Rail, One click/Bridge

Clicking on them gives some dialog, however this approach have two disadvantages:

  • Noninteractive presets (that just apply some tags without any dialogs, like the "One click/Bridge") does not do anything when clicked in the properties/memberships box.

Therefore these nonintaractive presets should not be shown there to save space and reduce confusion, as they do basically nothing

  • The properties/memberships box is not very tall (at least not on my screen) and since keys/values and memberships are usually used much more often, I suggest these "recallable presets" to be moved to bottom (so on ways with many keys/memberships you will need to scroll to get to them)

For first point I agree.

Regarding the second one - it was initially at bottom and was move to top on request :-)

So perhaps make it settable?

Some settings like:
Presets should be shown at (Top of properties/Bottom of properties/Off)

Actually this is a point where when comparing user confusion due to more settings and better UI we have a conflict and I think confusion wins. Maybe a hidden option, but no normal preferences option.

Change Properties
Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
