Measurementdialog not visible alone

Description
If all toggle dialogs are closed and measurementdialog should be the last one, the Measurementdialog is not displayed.
- make sure measurementplugin is installed (e.g. start josm and download measurmentplugin)
- start josm
- create new datalayer
- close layerdialog
Before "4." LayerDialog and MeasureDialog is displayed. After "4." no toggle dialog is displayed.

Can't reproduce in r2005. Closing.
Sorry I missed one point: Between 1 and 2 the preferences should be replaced according to attached file.
