Description

JOSM stays always on top (window manager fvwm),
it's not possible to have other windows overlayed on josm.
I guess this is related to the "StaysOnTop" flag.

This is annoying and some weeks ago this behavior was not there.

Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
