[patch] Fix Sonar issues in ImageryProvidersPanel

Description

The loop has been adjusted to remove the 'outer' label. Furthermore, the deprecated URL constructor has been updated. Finally, curly braces have been added back to control structures, and fields and variables have been declared as final.
