Description
Function "Open image in external viewer" opens image in browser instead of deafult jpg handler. Few months ago I remember, it was working as I think was supposed to. After clicking, image was opened in default application selected in windows settings. Few motnhs ago this behaviour has changed and images are now opened in browser instead. It's a bit frustrating, because you cannot turn image in browser and you need to find it on your own through file explorer. Please return to previous behaviour.
I think, this image explorer is default in JOSM, because photo_geottaging plugin was change few years ago.

It works for me. I assume you changed the default viewer. What happens when you double click on the *.jpg ?

JOSM uses system settings, so this is an issue of your system. The Explorer test only tests the extension based assignment. JOSM probably uses mime-type based and it seems Windows has multiple ways to define the used tools.
Try changing default for images to another tool and back. Maybe that also fixes the mime types. Otherwise try to find a description how to fix default tool calls for Java applications for your Windows.
Anyway this is offtopic here.
