Conditional: "permit" should be a valid restriction value

What steps will reproduce the problem?

Picnic sites at Rock Creek park in Washington, D.C. USA are open to the public, but some require a permit during the summer and fall season, while remaining open without permit needed the rest of the year.

1. Add tag access:conditional=permit @ Apr-Nov

What is the expected result?

"Permit" is a valid access and is stated as valid in conditionals on the wiki ​https://wiki.openstreetmap.org/wiki/Conditional_restrictions#_Restriction-value

What happens instead?

Validation warning "Error in access:conditional value: permit is not a valid restriction value"
