[PATCH] manage amenity=charging_station on area in default style

amenity=charging_station could be added as area. There is already more than 6000 of them in Osm.

The Josm default style render the charging_station only when it's a node, not an area. This path render these stations the same way as amenity=fuel.
It would reduce the case of duplicate charging_station, when a contributor doesn't see the area and add a station as a node.

I think that #24340 could be merged for the same reason.
