Relation Toolbox button do not hide when the Dialog Pane is set to do so.

What steps will reproduce the problem?

1. Mouse over the various function frames, selections, layers,validations results etc and the buttom frame buttons appear and hide when moving away as the behavior was set in preferences.

2. Relation Toolbox (RT) frame shows buttons both when moused in or out.

What is the expected result?

For the buttons of the RT frame to hide mouse is not in same as other function frames.

What happens instead?

The buttons stay in view when moused away.

Please provide any additional information below. Attach a screenshot if possible.

Never noticed this because I always minimize the Relation Toolbox pane after being done with a specialized task, mostly reconstructing 1 member multipolygons (MP) to simple polygon (SP). Now in a area where countless MPs with few members were created and simplifying them and converting, it came into awareness.

Please assign to author of the RT if this problem does not belong directly to JOSM programmers.
