Don't mix changes in different layers in the same changeset

Description

JOSM, version 19342, mix changes in different layers in the same changeset.
I was expecting that it create a new changeset for the new layer.
My use case: i was doing some changes, not yet finished, but try do add another changes in a far away location, so i create new layer, download the area there, and upload the changes, expecting that it was a small changeset with only the elements changed in this new layer, but JOSM did add the changes a the previous opened changeset, which expanded a very big bbox.
