My use case: i was doing some changes, not yet finished, but try do add another changes in a far away location, so i create new layer, download the area there, and upload the changes, expecting that it was a small changeset with only the elements changed in this new layer, but JOSM did add the changes a the previous opened changeset, which expanded a very big bbox."	enhancement	new	normal		Core	tested
