What steps will reproduce the problem?

1. Not able to open offline TMS image in this 19342 version. Earlier it was working, once I updated its showing error msg as "Error Downloading tiles, java.nio.file.NoSuchFileException: C:\Project\Test\20\278387\420107.png

What is the expected result?

Your report is missing lots of information:

• What exactly did you specify as TMS URL?
• What files do you have locally?
• Does the file in the error message exist and the message is wrong or not?

I.e. Describe detailed what you do, what you expect and what happens instead, like the new ticket dialog already asks you to do.

I'd assume that your URL is wrong and this worked due to a bug in JOSM which has been fixed inbetween.
