Improve WMS Layer Selection for Sources with Numerous Layers

I would like to propose a feature enhancement to improve the WMS layer selection process in JOSM, especially for sources with many layers, such as the IBGE (Brazilian Institute of Geography and Statistics) WMS service. The current process can be challenging when trying to locate specific layers. I believe the following enhancements would greatly improve the user experience:

1. Search Functionality:
   • Implement a search bar within the WMS layer selection popup to allow users to quickly locate specific layers by typing keywords or layer names.

2. Favorites or Recently Used Layers:
   • Allow users to mark certain layers as favorites or display recently used layers at the top of the list for quicker access.
