How do I enable keyboard shortcuts in JOSM?
Shortcuts do not work in JOSM on my Mac anymore. They are all grey in the menu.
I use the default shortcuts. They are still listed as usual in Preferences.

Yes :) That is how I discovered that they did not work anymore.
EDIT: It works for me. Maybe you don't have an OSM data layer as the active layer?
Works neither for a layer with downloaded OSM data nor for a new layer.
I have found a fix now: After reinstalling JOSM (same version as before), the shortcuts now works. I did not reset any preferences. Shortcuts are still grey in the menu, also where the menu text is black. On my other Mac with the same 18822 version, the shortcuts are black in the menu whenever the menu text is black. The grey colour is not a problem of course.

After reinstalling JOSM (same version as before), the shortcuts now works.
Awesome. That means I have little to no chance of reproducing the issue. Maybe something was corrupted in the installed JOSM version? Either way, I don't think I'll ever find out.
I assume you actually tried using the shortcuts?
