What steps will reproduce the problem?
1.I can't update from 18000 to 18721
- MESSAGE: "The feature you are trying to use is on a network resource that is unavailable....Clik OK to try again, or enter an alternate path to a folder containing the installation package 'main.msi'in the box below"

Closed as duplicate of #21307.
There was an installer change between r18000 and r18721. See #21307 if you want some more details.
TLDR: Uninstall the old version of JOSM and then install the new version of JOSM. This shouldn't be necessary going forward.
