Closed as duplicate of #22901.
I'm adding ​osmwiki:Tag:footway=link and ​osmwiki:Tag:footway=traffic_island as part of #22901. Both of those have more than 10k uses. ​taginfo:keys/footway#values shows that there are ~1600 uses of footway=alley.

I'll go ahead and add footway=alley to that patch.
