I suggest we keep things simple and focus our attention on making a simple and well working application.
How many user would be affected if we dropped windows support?

@pangoSE: For semi-current stats on platform usage (Java 8-10 ONLY), see comment:103:ticket:17858. I don't know how many people are on Windows using JOSM, but I would expect 2/3 to be a lower bound.
Dropping support for Windows is not in the cards at this time due to the OS marketshare. Mac or Linux would be "better" candidates for removing support, but I don't believe we will remove support for any currently supported platform.
With that said, WSL2 now supports Linux GUI applications, so it is possible that it may make sense to drop Windows support in the far future. This would be when a technologically illiterate person can use WSL for Linux GUI applications. So probably 2030 or later.
Note: Windows 8.1 reaching EOL in January 2023, and we could justify dropping support for Windows 8.1 at that point. Except we aren't explicitly supporting Windows 8.1 -- the only place where we care about the version of Windows is to workaround https://bugs.openjdk.java.net/browse/JDK-8179014, which is fixed in Java 10+ (see #17858). There is some other code that could be removed, as it checks for the version of items that should no longer be a problem (for Windows 8+, see isDotNet45Installed).
