How to change color from Shape file

I have a shape file, and I opened with OpenData plugin. However, the lines are gray and difficult to see when over other layers.

Is there any way to change the color?

This is the file I am opening, which come from an official entity in Colombia.

@angoca: The OpenData plugin converts data to the OSM data model. It does not convert tags. If you want it to render, you can either create a custom mapcss file or translate the tags from the data to OSM tags.
