Maybe, once again, a problem of file paths. Do you have a file fr.toulouse.jar
on your file system? Under which path?

Yes I have under (see screen copy) : C:\Users\<MyName>\AppData\Roaming\JOSM\plugins\opendata\modules

This morning, the version of the plugin has not changed, but the date of the file has changed to today and there is no more warning ???
Please have a look at your "OpenData Preferences" under Preferences. I guess you have enabled the module. This might even be an older setting which was not deleted by removing the plugin. Does "Update modules" (button at the bottom) solve it?
