Barrier=gate not possible to be tag on way

What steps will reproduce the problem?

1. Try to apply barrier=gate from Presets/Highways/Barriers/Gate

What is the expected result?

What happens instead?

Error: The preset gate cannot be applied... (No option to copy text from the error message)

Well, the approved proposal, back in 2008, mentioned gate as node only.
The example on the wiki page is rather new and uses two OSM objects for one real feature. Was there a discussion about this kind of tagging?
The default style does not render a way with barrier=gate, either, which needs to stay in sync with the preset.
