coastline intersecting with buildings or residential areas generates an error — at Initial Version

Description
When a coastline feature (natural=coastline) crosses either a building polygon (building=yes) or a residential area polygon (landuse=residential), it generates an error, "crossing building/way" and "crossing residential area/way" respectively.
