Supply presets for created objects

Description
Currently in localized versions it is very hard to find back from the tags of a object to the presets form. Now a suggestion would be to supply the presets for the objects.
Current idea:
- Add third table in the properties dialog.
- Show all matching presets in this table:
What means matching:
- All the <key> fields of the preset must match ALL selected elements.
- The data type of the preset (way,node,relation,closedway) must match ALL selected elements.

Well the english tags are a break in the i18n of the software. Displaying the presets additionally somehow fixes this break and non-english users can handle the tag -> i18n easier. Also you will see some types of wrong tags easier (when no presets show up).
Maybe I find time to do this at weekend. I have good ideas but checkin in all your patches takes all my time :-)

Maybe design can be improved, but it works :-)
I had a similar thought, but I would go a totally different way: Add a search function for the presets. I'm not sure how common it is to ask oneself what tag xyz means for beginners or non-native speakers.
My current idea is to create a non-modal dialog that searches as you type and supports simple queries like "Tiefgarage" or "highway" that match both tags and translated descriptions and a more advanced search that supports specific tag search like the normal search dialog does. Defaulting it to search for whatever is selected right now would simplify the "what's that" step.
While this may solve problems for the intermediate and advanced users, it's more complicated for beginners as they need to look up like every 2nd thing they see. Apart from if a preset search dialog solves this specific problem, I still think it would be a good idea to have it :)
