Use System Proxies does not work

What steps will reproduce the problem?

1. Start JOSM with -Djava.net.useSystemProxies=true
2. Change -Djava.net.useSystemProxies=false to true in net.properties

Tryed it on 2 different computers.

What is the expected result?

Posibility to use the system default proxy configuration.

What happens instead?

nothing
