JOSM Freezes - intermittently

What steps will reproduce the problem?

1. Open JOSM
2. Download area
3. Open any imagery

What is the expected result?

The imagery loads and the data is ready to be edited

What happens instead?

Occasionnally JOSM freezes. windows can be moved but not closed. JOSM must be killed from the command line.

Please provide any additional information below. Attach a screenshot if possible.

Loading in a small geojson will also cause JOSM to freeze. See attached screen shot.

Note: This does not happen with the stable version only to the last couple dev versions.

I think I had a complete stall of r18287 with java 11.0.12 opening a file (osm or gpx) yesterday, too. I did not pay attention as I was testing the relation editor updates.
