This came up in #20530 where heat is deprecated.

Heating could mean substance=hot_water,steam mainly.
So I replaced heat with hot_water and steam in #20530 but there might be a few more values to add or deprecate.

Puh, I had a look at the values in use and I fear we need some clean up first. I guess for gas, oil and other industrial/chemical substances where we have explicit words it is a question about how many in what detail do we want to add. Looking at water I get puzzled with drinking_water, hot_water, hot_drinking_water, cold_water, cold_drinking_water, greywater, drain, sewage and counting.
I removed heat but what about cold?

Look at it from a different perspective. How would you want to filter OSM objects with water substance?
- drinking_water, hot_water, hot_drinking_water, cold_water, cold_drinking_water, greywater, drain, sewage
or
- water?



As I had to deprecate some other tags, I included the deprecation of
heatin #20530.
