[PATCH] Improve Properties Dialog further

Description

The patch gets rid of the "Select a map object/a tag!" dialog boxes and instead displays the message in place of the table when nothing is selected. Action buttons get en-/disabled accordingly and default to the first row. Although this isn't optimal either, it at least does /something/, so it /might/ be correct. And undoing is probably as fast as clicking away the dialog box. It's a clear win for the common "delete all tag" case because it chops off one step and makes it possible to delete all tags comfy with ALT+Q.
