Merge "Copy all Keys/Values" and utilsplugin2's "Copy Tags"

Description

Extending the documentation of actions I did not get the difference between core's Tags/Memberships' context menu action "Copy all Keys/Values" and the utilsplugin2's action "Copy Tags".

The results look the same for me. Could both actions be merged or why do we need both?

The only difference seems to be how you access the action. You can assign a shotcut for the "Copy Tags" action, "Copy all .." is only available in the context menu of the properties panel.

Dose that mean, that by adding "Copy Tag" to core, one action and one shortcut could be used for both?

I don't see a simple way to combine them. The action in core only works when the properties window is visible, the action in the plugin really collects all the data from scratch by sorting all the tags of the selected elements.

Ok, I see, so sorting can make a difference. With the plugin installed the shortcut for "Copy Tags" should work anywhere, anyway, right?

to The owner will be changed from team to the specified user.
Next status will be 'needinfo'. The owner will be changed from team to skyper.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from team to anonymous. Next status will be 'assigned'.
