Can't download map along a given route

What steps will reproduce the problem?

1. Open .gpx file with a osm route
2. Click "Download along.."
3. Error

What is the expected result?

Never made it beyond the error

What happens instead?

"You have encountered a bug in JOSM"

For GPX tracks there is a special option, needs a right click on the layer. The action you used should be disabled, this bug was fixed already, see #20311.
