Can't move or zoom on pictures with my mouse

What steps will reproduce the problem?

1. Importing pictures notes via Notelocation.gpx file (notes made with Osmand)
2. Opening notes by clicking on it.

What is the expected result?

To move and zoom the picture with the mouse and also have the ability to resize the window.

What happens instead?

Can't move or zoom on the picture with the mouse, there is only slider on the side to move it.
Also I can't resize the window.

Please provide any additional information below. Attach a screenshot if possible.

I downloaded JOSM from the ubuntu repo.

Screenshot of the window, the cursor does not even change form (to resize, and move the image) and there is the button on top of the "OK" that resize the picture inside the window in "real size" (1:1)
