But wmts error is still open.

The xml changed.
Now, with v1_0?

<ows:Operation name="GetTile">
<ows:Get xlink:href="">
<ows:Constraint name="GetEncoding">

But it give the same error as above?

Is this a JOSM problem?

It is mandatory to use the right GetCapabilities url with " ?& " for JOSM.

With a " & " "?&request" this gives layer tiles and is working.

Only a " ? " "?request" GetCapabilities, this give error tiles. But a xml is shown, JOSM shows the layers in a menu. is still open.
