This layer is, fixed
Now the Netherlands Government is going to change the url in
WMTS:
https://service.pdok.nl/hwh/luchtfotorgb/wmts/v1_0?&request=GetCapabilities&service=wmts
According to this forum discussions, also more layers.
The old layer is in production till 1 juni 2021.
So, we have time.
Probably root CA problems?
The wmts gives a failure.
The wms is working well.

But wmts error is still open.
Expect that this problem to be solved the next days.
Because of agency is changing the xml.

The xml changed.
Now, with v1_0?
<ows:Operation name="GetTile"> <ows:DCP> <ows:HTTP> <ows:Get xlink:href="https://service.pdok.nl/hwh/luchtfotorgb/wmts/v1_0?"> <ows:Constraint name="GetEncoding"> <ows:AllowedValues> <ows:Value>KVP</ows:Value> </ows:AllowedValues> </ows:Constraint> </ows:Get>
But it give the same error as above?
Is this a JOSM problem?

It is mandatory to use the right GetCapabilities url with " ?& " for JOSM.
With a " & " "?&request" this gives layer tiles and is working.
Only a " ? " "?request" GetCapabilities, this give error tiles. But a xml is shown, JOSM shows the layers in a menu.
https://josm.openstreetmap.de/ticket/20201#ticket is still open.
