exit saving two layers (without upload) not possible

What steps will reproduce the problem?

1. I have two layers, with data modified.
2. I leave josm ctrl+Q
3. josm proposes to upload the two layers (josm2layers01.png)
4. I don't want to upload, I want to save; I remove upload from the 1st layer (josm2layers02.png)
5. I click on save on the 1st layer

What is the expected result?

save the 1st layer selected

What happens instead?

josm adds send and save (josm2layers03.png)
I do not select only save
