[PATCH #2] Allow drag-n-drop for toolbar items in preferences

Description

Allow user to drag-n-drop toolbar items in preferences window.
User can drag items from right list to left, and reorder items in left list.

This is the first patch in my life. Tell me if I did something wrong.

This includes patch for java5

Action
as closed The owner will remain framm.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
