Do not report disabled styles in issue reports

I don't have either of the two mappaint styles enabled at the moment, but they are reported as such in the issue report (as you can also see below)

Active ones are already listed with + and inactive ones with -. Internal mappaint styles (JOSM internal and Potlatch2) are not listed in the report at all. The problem in #19781 was that I didn't check the Potlatch style because the JOSM and Potlatch2 styles are not meant to be used together but it is not forbidden ;).
