Shortcut error

What steps will reproduce the problem?

1. set edit: copy tag= Ctrl+Shift+C
2. restart JOSM
3. click the object and perform Ctrl+Shift+C
4. error come up

What is the expected result?

copy tag

What happens instead?

error page come up

To reproduce:

1. Assign shortcut Edit: Copy Tags Ctrl+Shift+C
2. Open history for w123 (any object)
3. Draw node
4. Press Ctrl+Shift+C

Caused by the following shortcut re-assignment:
