Always have "between node dragging handle that will create a new node" visible

What steps will reproduce the problem? ¶

1. Have way with very long length (compared to viewscreen) between two nodes
2. Try to use drag handle between nodes on a long way (and long ways are more likely to require to use it)

What is the expected result? ¶

Drag handle is in the middle between visible node and edge of screen (AFAIK iD is doing this) for ways where one node is outside screen - with exception of ways where only tiny chunk is visible on screen

What happens instead? ¶

I need to zoom out use handle, zoom in. Sometimes with multiple steps to bring node withing editing area
