Since we (soon) have a working GitHub CI via #19370, shall we disable the broken AppVeyor CI?

The last successful build was on 2019-05-25 ​https://ci.appveyor.com/project/don-vip/josm/builds/24805078
The first failing build was on 2020-05-25 ​https://ci.appveyor.com/project/don-vip/josm/builds/31718036

CI via GitHub Actions including Windows is operational. Is there any need to keep Appveyor alive?

Not at all. We set it up because someone provided a patch and it was free, nothing more. I don't use it.
