Syntax checks for external rules

Description

If I edit an external preset I get a nice warnings about missing revision macros but if I forget the complete meta block in an external rule I do not get a warning. Did not test styles.

Please, could we have the same/similar checks for rules (and styles) like the ones for external presets.

Presets use XSD for validity checks. We have no validity check tool for MapCSS.

Action

as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
