I contacted the municipality, they confirm the server crashed, they're working on restoring it.

I met the municipality this week, there was some incomprehension between us. In fact the server has been decommissioned and will not be brought back to life, so I switched our entries to OSM-FR TMS servers. They advise us to setup our own tile servers from the raw tiles published on open data server. I managed to negociate a temporary WMTS server for the latest orthophoto (2017) for 3 months if we face difficulty to use OSM-FR servers: ​https://geo.extranet.toulouse-metropole.fr/wmts-descriptor/279c8560-c02a-11ea-9b27-afbcb9e70ce3.xml

This new platform is being used as a reference geo platform internally, by all actors of the Toulouse metropole (including elected people) so they're not willing to provide public and permanent (uncontrolled) access to it yet.
