Toolbar: Support flexible space — at Initial Version

Description
What steps will reproduce the problem?
I wanted to move some toolbar items to the right side but under Toolbar preferences there is on flexible space item available.
What is the expected result?
A flexible space item in the "Available" list on the right side
What happens instead?
No space item available
