JOSM does not display properly Khmer characters in Tag window — at Initial Version

Description
The Khmer (Cambodia) characters are not displayed properly in the Tag window. This issue was observed for all the OSM elements that have an associated name from Cambodia.
This issue appears only on a Windows machine (10 enterprise pe 64 bit), on MacOS Khmer characters are displayed properly.
