attachments: support remote control — at Version 1

If a file is attached and linked to, trac offers a download link directly (e.g. .osm file). I would like to have an additional link for remote control for the supported file types (.jos, .joz, .osm, .osm.bz …)
Additionally this link could be offered at the attachments own pages and the attachment summary.
