attachments: support to open file via remote control

If a file is attached and linked to, trac offers a download link directly (e.g. .osm file). I would like to have an additional link to open the file via remote control for the supported file types (.jos, .joz, .osm, .osm.bz …)
Additionally this link could be offered at the attachments own pages and the attachment summary of a page.

Do not think plain trac will support it as it is JOSM specific.
I simply want to get an additional link next to the download link which will open the file in JOSM via remote control.

I don't understand what you want. What is remote control of the file type? Anyway this is not the right place to ask. If you want changes at the trac core, ask in the trac bugtracker.
