Extend aeroway=navigationaid preset

Currently, these three tags documented in the wiki.

navigationaid=als - Approach lighting system
navigationaid=papi - Precision approach path indicator
navigationaid=vasi - Visual Approach Slope Indicator

If possible, please add a short description of the key, similarly as smoothness in highway presets.

In 15930/josm:

fix #18767 - Add navigationaid=als|papi|vasi combo to aeroway=navigationaid preset, add own icons for papi and vasi, icons self created, PD and CC0 licensed (inspired by ​https://en.wikipedia.org/wiki/File:Comparison_visual_landing_systems.svg), warn about navigationaid=approach_light and navigationaid="ALS (Approach lighting system)"

I didn't want to bother you with icon request, but it seems you knew what I wanted even without writing it down. And also fixed within 10 hours, thank you!

You're welcome. Yeah finding and fine tuning a suitable icon consumes 90% of the time of such a change. Help for new icons is highly welcome, e.g. for #12575. (wiki:/DevelopersGuide/DefaultPresets#NewIcons)
