What steps will reproduce the problem?

  1. create new layer Ctrl+N
  2. run validator Shift+V

What is the expected result?

No empty validator layer is created

What happens instead?

Empty validator layer is created

Please provide any additional information below. Attach a screenshot if possible.

Not sure what to do if there is already an existing validator layer but as it will be empty after update it might be removed, too.

Additionally, the validator toggle dialog should not be opened in this case but a info warning about no problem would be nice.

Set your email in Preferences
Action
as closed The owner will remain Don-vip.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
