Merge dialog does not permit tabbing to buttons

Description

Today I tried merging via the keyboard. It is impossible to tab away from the values to reach the buttons below.
I run latest updated a few days ago.

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain pangoSE.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
